A letter arrives back at you. The dove in question that brings it back has a dirty coat of feathers and looks in general ruffled, as if it fought on the way. Perhaps it got stuck in a tree or got lost on the way? That would certainly explain how long it took for there to be a reply. In any case, the stationary inside the envelope is still pristine.

I had not known you were so enamored with me. Were you not as charming as you are, I would be amused. However, I find your words utterly seductive and I am pleased that you have come to love me as much as you do.
Yes! A festival will be here soon. I will not make any appearances, unfortunately - I have other matters to attend to - but I will try and make it for the last day! The festival will be exciting, I am sure. I will have my secretary take care of all matters. If you ask her, she will give you a kiss for me. Ask her to kiss you deep, for your words have touched the marrow of my soul.

Judging by how the festival preparations are not yet finished in the letter, this letter seems to be quite old. At least a week, at least. After yesterday’s festival, the letter seems sort of ironic and painful to read.
The dove fluffs its feathers, pecking at any stray plumage. It looks tired. It’ll probably stay if you give it food.
Conan didn’t expect a letter to arrive, really. But perhaps it was the mayor asking him for help? He might as well read it, try to get to know what it says. There was no harm in doing so after all.
He gently took the letter from the tired bird. Gosh, poor thing. Conan didnt really have food around but maybe it enjoyed some breadcrumbs. He closed the window to keep the bird inside and then went to get a slice of bread, placing it on a plate in front of the small creature. That should hopefully do it.
The short boy then proceeded to read the letter, but it caused him to almost be in shock. What the hell was this? He couldn’t remember writing the mayor a love letter or of some sort… Not to mention, this letter seemed to be quite old.

God, the mayor was dicking around with him again.
Impatiently, he took a pen and a clean sheet of paper. He was going to interrogate the mayor now, but where to start? Thinking about this whole ordeal made his head spin. The case, the festival… perhaps Rosa? It was rather odd - yet not - how Sion knew about Rosa. He investigated the city after all.
Whatever, no one was going to read his conversations with the mayor anyway, so he was going to do this. He could ask him about anything, really. Maybe he will reply this time.
Dear Mayor,
Greetings! This is yet another letter by me, Shinichi. Perhaps you have missed my writings to you. Now, however, it may come bitter to you. I’m a detective, after all, so I will ask you about what happened during the festival. But don’t panic too much already.
First of, perhaps you need an explanation of the incident. Unless you already know the details. A young man of the age of seventeen, was hanged above stage, right when you wanted to show us your surprise. Well, that’s the basic gist, I won’t expain further, so let’s move on.
I highly doubt you are the one that murdered Sion Aster, so don’t worry. My detective senses are telling me I can trust you that much, at least. I will, however, suspect everyone to have done this, if you don’t mind.
Perhaps now is the time you will tell me about Rosa. We found evidence indicating the young man investigated the city, just as much as I did. How much he actually knows? We’re not sure. This, however, may lead us to the culprit behind the incident.
There is so much more I would like to ask you, but I realize you might still be in a state of panic. Many suspect you to be the culprit, after all.
Please do trust me, mayor. As for I am a well-known detective that has solved many cases already.
I wish to talk to you in private, sometime. I certainly hope that is alright and you can make the necessary arrangements. I will visit you anywhere in order to prove your innocence.

Phew, that was a long letter. Conan let out a long sigh and then folded it. He glanced at the bird, it still looked rather tired, but he did want the letter to be delivered. Carefully he took the bird and tied the letter to him. At least he ate a little before he had to go on another delivery. He shouldn’t feel too bad about it. The six-year-old opened the window and motioned for the dove to leave.
Go on, little fellow. Make haste as this letter was of utter importance.
